Our Mission

The mission of Covington Housing Authority is to create strong, sustainable, inclusive communities and quality affordable homes for all residents.

Public Housing

Since 1957, Covington Housing Authority has provided affordable housing opportunities for residents of the City of Covington and Tipton County in Tennessee. Covington Housing Authority serves eligible low-income individuals, families, the elderly, and persons with disabilities through the Public Housing Program. Governed by a 5-member Board of Commissioners, including a Resident Commissioner, Covington Housing Authority administers 246 Public Housing units throughout the area. The Public Housing Program is income-based, with eligibility guidelines established by the U.S. Department of Housing and Urban Development (HUD). Housing administered by Covington Housing Authority complies with applicable building and housing codes, as well as HUD regulations. Covington Housing Authority is not equipped to accommodate emergency housing.

How to Apply

To apply for the Public Housing Program or check your status on the waitlist, please contact us or visit us in person at our office during regular business hours.

How to Pay Rent

Residents may submit rent payments at our office during regular business hours or by USPS mail to P.O. Box 88, Covington, TN 38019. Accepted forms of payment include checks and money orders.

Maintenance

For regular or emergency maintenance needed during normal office hours, please call 901.476.6135 and provide information about your service request.

For emergency maintenance needed during after-hours, weekends, or holidays only, please call 901.568.1767 and provide information about your service request.

An emergency is any situation that constitutes a threat to the life, safety or health of residents.

If you request service and the maintenance technician determines your situation is not an emergency, service may not be performed until the following business day. Please refrain from using the broken/damaged equipment until service is completed.

The following list includes basic emergency situations that require immediate maintenance attention:

  • Smelling gas in or around a unit or CHA building.
  • A water leak that cannot be cut off.
  • A refrigerator or range that is out of service completely (only if more than 24 hours before CHA reopens).
  • An electrical problem that poses a threat to residents or property.
  • Stopped up sewer line.
  • Commode out of order (if unit has only one commode).
  • Resident locked out of unit or locked in a room (must show proper ID and ONLY residents will be allowed in). RESIDENT MUST SIGN BACKSHEET.
  • Smoke detector malfunction.
  • Front/back entry door will not lock, close or open.
  • Windows broken (must be open to the outside, otherwise it is not an emergency).
  • Heat is not working (only if temperature is below 50 degrees) - for health reasons or weekend only.
  • Central air is not working (only if temperature is above 90 degrees) - for health reasons or weekends only.

For Medical, Safety, or Life-Threatening Emergencies, please dial 9-1-1.

Utility Information

  • Electricity – managed by Covington Housing Authority (residents are charged for any excess usage) at the following properties: Greer Meadows and Brighton Heights.
  • Gas - managed by Covington Housing Authority (residents are charged for any excess usage) at the following properties: Covington Heights, Price Terrace, Cherry Circle, Percy Brown Homes, Freize Hill, and Frances Mitchell Homes.
  • Water / Sewer / Garbage Pickup - managed by Covington Housing Authority at all properties.

Executive Director

On behalf of the Covington Housing Authority, we welcome and thank you for your interest in our organization and for visiting our website! We are proud to serve the residents of our community by providing quality affordable housing opportunities for eligible low-income individuals and families. We are committed to treating everyone with respect while working to create a strong, sustainable, and inclusive environment. As the Executive Director, my goal is to maintain neighborhoods where our current and future residents enjoy living. I am pleased to say the Covington Housing Authority has a dedicated group of office and maintenance staff who work hard each day to serve our residents. Whether we are serving you or a loved one, we hope to help make everyone feel at home!

Domestic Violence Protections

The Violence Against Women Reauthorization Act of 2013 (VAWA 2013) expands housing protections for victims of domestic violence, dating violence, sexual assault, or stalking. Changes under VAWA 2013 include extending protections to survivors of sexual assault; allowing survivors who remain in the unit to establish eligibility or find new housing when a lease is bifurcated; providing survivors with emergency transfers; and additional notification to applicants and tenants of housing rights under VAWA. While these changes substantially extend VAWA's coverage to include most affordable housing programs, they provide no protection to tenants in private market-rate housing.

Covington Housing Authority will provide all protection under VAWA 2013 to program participants and family members of program participants who are victims of domestic violence, dating violence, sexual assault, or stalking from being evicted or terminated from housing assistance based on acts of such violence against them.

No Smoking Policy

All buildings, apartments, and properties are smoke-free. Smoking is not permitted within 25 feet of any building, as per HUD Regulations.
